The Counsel of Thirteen commanded the Yeerk Empire.

Initially, the Counsel of Thirteen was extremely powerful, second only to the Yeerk Emperor. However, upon the founding of the New Yeerk Order, their power was greatly diminished, until they were capable of little more than managing disputes between Vissers, appointing Visssers and Subvissers and seeing to the affairs of the Yeerk homeworld.
